"Voting power of a player in a weighted voting system"
 
   Dear all,

Sometimes I work with joint ventures and voting rules. There has been many discussions on how to change the voting rules when a player leaves the joint venture, or when two players merge into one.

I have read with great interest about the Banzhaf and Shapley-Shubik power indices, and have played with the applet on https://www.cut-the-knot.org/ctk/GeneratingFunctions.shtml

However, the joint ventures I work with have not only a quota for the weight of the players, but also one for how many players are needed to be in favour of the proposal. E.g. a voting rule can be that in order to reach agreement, 3 of 5 players holding at least 50% of the weight must be in favour.

Does anybody know of any tools available out there to calculate the relative voting power of the players in a system with two such quotas? Any help or guidance in the right direction would be highly appreciated.

   Almost certainly the desired effect can be reached by manipulating the quota (or, perhaps, the weights.) Look at the example of the UN Security Council voting setup.
