All my applets, with the exception of the last few that were compiled in Java 1.3.0, have been compiled in Java 1.1.7.

In both Netscape and IE you must be able to invoke a Java console that might shed some light on what happens. In Netscape it's under Communicator|Tools|Java Console. In Ie, it's under View, but to see it you have to specify in Preferences that this is what you want.
Also, it may help to clear up the caches. In Netscape, under Edit|Preferences...|Advanced|Cache there are two buttons. Click on each in turn and then say Yes.
