According to S. Schwartzman's The Words of Mathematics, the name's vinculum from the latin bind. The term is usually used for a bar over a group of numbers to indicate their grouping, e.g., over a period to shorten the decimal expression of rational numbers.

I have had several text books refer to the line as the fraction bar.

The line between the Numerator and Denominator is called 'Bar'.
