I'll try to explain the question, however it would be much easier with a sketch.

Having an (great radius) arc (a) drawn (open in the negative Y direction) on an X-Y coordinate system, how do you find a second arc (b) that is tangent to: arc (a); a vertical line; and a horizontal line.
