In general, no. Have a piece of paper that appears as a strip rather than a square. The more it appears as a strip the better.

There is however a very interesting question of the smallest ratio that still allows you to get the ends together. This is described in a very inexpensive ($6.95) and absolutely elementary book by S.Barr "Experiments in Topology" available through the bookstore at http://www.cut--the-knot.com/books/index.shtml.
